APPEAL FOR THE PROTECTION OF MINORITIES IN SERBIA AND KOSOVO

Preoccupati della sorte dei villaggi serbi che da più di dieci anni vivono sotto protezione, isolati, ghettizzati, minacciati dalle frange estremiste e violente del terrorismo ex Uck oggi al potere… preoccupati the fate of Orthodox monasteries, cultural heritage of all mankind, whose destruction was attempted and made the total loss of about 150 monasteries in the area ... with the real possibility that an entire people, who for centuries lived in Kosovo and Metohija disappear permanently from their land, we call:
personalities of politics, culture, art and all associations of militant pacifism, which for years have undertaken to restore the historical truth of what happened in the former Yugoslavia and in Kosovo and Metohija, in complete contrast with those who have in fact cooperated with the final separation of Kosovo from Serbia and the Serbian community in Kosovo, so that:
- di fronte alla situazione venutasi a creare in questi anni nel Kosovo e Metohija, di fatto controllato e governato da clan malavitosi retti da ex criminali di guerra che hanno impedito lo sviluppo di ogni possibilità di dialogo fra le parti in causa, l’Italia faccia un passo indietro e si pronunci contro la proclamazione unilaterale di indipendenza del Kosovo, in questi giorni in discussione presso la Corte di Giustizia internazionale;
- si denunci con forza che in questo momento storico, senza che si siano realizzate le condizioni minime e sufficienti a preparare il terreno per un ritiro totale delle truppe, la drastica diminuzione del contingente italiano in Kosovo e Metohija, posto a garanzia della minoranza serba e dei monasteri Ortodossi, abandon themselves to all reality "resistance" in the region, made up of villages inhabited by Serbs and a few other ethnic groups (including those not in collusion with the Albanian mafia and terrorism), Orthodox monasteries and cemeteries, cultural and artistic heritage of humanity;
- will work to ensure that all parties involved in Kosovo, including religious denominations, return to play their essential role in meeting the rights of all;
- you get to the establishment of an international commission to verify the status of property abandoned by the people Serbs on the run, and then proceed to return the assets to the refugees, because they can repossess it, exposing people if they have illegally seized.
All this because you can return the territory of Kosovo and Metohija to all those who have always lived together in that area.
In our view, the crucial role of Italy will return, as it was for the unfortunate choice of armed intervention. And, for once, we agree. Alessandro Di Meo

-Gelmini Law introduces a number of novelties.

universities and non-virtuous. Only universities with balanced books will take on new staff. The standard wants to put "a stop to the financial management is not adequate." From today the Italian universities that spend more than 90 per cent of the Ordinary Fund (FFO) in salaries can not banish competitions for teachers, researchers and administrative staff. According to a recent report by the National Committee for appraisal of the state university system (CNVSU) on data for 2007 are 26 out of 58 Italian universities which have a ratio of gross allowances between fixed and FFO over 90 percent. And yet, the virtuous universities receive more funding. 7 percent of FFO (about 500 million euro) and of the extraordinary 2008 Budget will go into the coffers of the universities "with training opportunities, quality of scientific research, quality, effectiveness and efficiency of teaching sites better."
"For the first time - declared Minister Gelmini - in Italy you distribute money to universities based on quality standards. "The list of" good "will be completed shortly based on the parameters identified by the CIVR (Committee for the Evaluation of Research) and CNVSU. While the rulers, when approving the budget, will publish a "report on the results of research, training and technology transfer and financing obtained from private and public entities."

Transparency competitions . In the composition of Selection Boards shall prevail draw. Those that will judge the aspiring professors first and second bands (full and associate) will consist of five components: four drawn from a list of commissioners in turn elected by a national list of common-disciplinary field of science covered by the contract and a professor appointed by the faculty who requested the notice. Similar system for researchers, three professors, two drawn and one nominated by banning the selection.

anti-idle regulations. from 2009 will be set up the National Register of professors and academic researchers for each subject gives a list of scientific publications. Since 2011, those in the previous two years will not carried out scientific publications will be excluded from the list of teachers who will be part of the selection boards for competitions. It also will meet the shots salary halved.

Turn over and researchers. block 20 per cent of the turnover determined by the 2009 Budget provides for an exemption. The universities virtuous can cover up to half the places freed as a result of retirement provided to allocate 60 percent of new entries to the researchers. The competitions for research already banned the entry into force of the budget are excluded from the turnover as well as research institutions. The ministry will know that the three initiatives will help to take about 4 000 new researchers.

Enhancement of deserving students. According to the calculations of the ministry today are 140 000 students receiving a scholarship and exemption from tuition fees. But the beneficiaries are at least 180 000. For this reason the government has allocated an additional 135 million that should be enough to reward all "capable and deserving students." Another € 65 million will be directed towards the creation of 1,700 additional places in university residences.
